Subject: Love it
You have to see the first minute of this thing, when he leads the kids in the "new magic clown song" (to the farmer in the dell) I've watched it tons of times and it always makes me crack up!

Are easy to suck on apparently, but taste like @#$%! At least from the facial expression of the announcer.

Subject: Filler Programming
Nothing special here, just a piece of programming filler designed to fill a time-slot that was considered "unimportant". Still beats cheesy "reality TV" though.

Subject: Great insights into early television
A delightful example of programming experimentation in early television, likely borrowing some concepts from established radio efforts that blended sponsor messages with content elements.

Regarding the matter of legalities and fines, a link to the FCC site where there is some documentation that "Stations are being fined, big-time, almost every day" would be appreciated.

Visits to the FCC web sites, including the Consumer & Governmental Affairs Bureau, the Media Bureau and the Enforcement Bureau failed to produce evidence of large numbers of citations, Notices of Apparent Liability (NAL) or forfeiture orders. There were a couple of “fines” issued in 2000 to Fisher and Telemundo for excessive advertising minutes, but not much else.

Subject: No, it's NOT legal!
"(This type of program was banned in the late-50's by the FCC, But is now legal again)"

NO IT ISN'T! It is very ILLEGAL to broadcast a children's program where the host, or any character, also appears in any sort of commercial in the same program. (Reference: the Children's Television Act of 1990, and the FCC rules which implement the Act.)

If you don't believe me, go to the FCC web site. Stations are being fined, big-time, almost every day for violation of this very rule.
